If you have been free of criminal convictions for a period of three (3) years for a summary offence, or five (5) years for an indictable offence, you may apply to the National Parole Board for a pardon.
Everything you will need to know is included in a booklet put out by the National Parole Board, which is available, free of charge from the Records branch of any police agency. You may also download the Pardon Application Guide and the Pardon Application from the National Parole Board web-site.
Although there are non-profit and private organizations who will offer assistance in obtaining a pardon for you (for a fee), the pardon application process is straight forward and designed to be easy enough for anyone to do. There are eight steps to apply for a pardon ONCE you obtain the pardon booklet:
STEP 1: Obtain your Criminal Record or a Certification of No Criminal Record from the Royal Canadian Mounted Police (RCMP). To do this you need to obtain and submit fingerprints to the RCMP. You can start this process by making an appointment with the Guelph Police Service to obtain your fingerprints. Fingerprints are done by appointment only; please contact the Guelph Police Service 519-824-1212 Ext. 216 to schedule an appointment.
WAIT FOR A REPLY FROM THE RCMP BEFORE YOU CONTINUE.
STEP 2: If you have additional convictions that Do Not appear on your Criminal Record then you must obtain Proof of Convictions for these missing convictions which would be obtained from the Ontario Court of Justice where charges were heard.
STEP 3: If your sentence was completed less than 5 years ago and/or you had any fines, costs, surcharges, restitution or compensation orders in the past 15 years, then you must obtain your Court Information.
STEP 4: If you are, or have ever been, a member of the Canadian Forces then obtain a Military Conduct Sheet or written confirmation of its non-existence.
STEP 5: Obtain Local Police Records Checks for each address where you have resided in the past 5 years.
STEP 6: If you were born outside of Canada and you are currently living in Canada then provide a copy of your valid Citizenship or Immigration Documents.
STEP 7: Complete and Sign the Pardon Application Form.
STEP 8: Send the completed and signed Application Form, with the Fee Payment and ALL documents. Visit the National Parole Board website for information about the pardon process.

A. Paper fingerprinting can take up to 120 days for results to come from the RCMP
B. Electronic fingerprinting can take up to 1 - 4 weeks for results to come from the RCMP
Step 5 - Local Police Records Check is processed in approximately three weeks.
This service is available at the Guelph Police Service 15 Wyndham Street South, Guelph, Ontario.
If you currently live outside the City of Guelph, you may apply for the Local Police Records Check by submitting a money order or certified cheque for $30.00 payable to the Guelph Police Service with a legible photocopy of two pieces of identification.
Please make sure you include a return mailing address. We do not provide fingerprinting service for people who live outside the City of Guelph.
